MEETINGS BLOODY MEETINGS!

Independent Riders Group members represents motorcycle & scooter riders to local, state and 
federal governments. 

The IRG charges no membership fees so we depend on donations and members paying their own
way when working to protect our right to ride. You can help us by making a donation to the IRG

We have just had a major win for riders with the Melbourne City Council by working with other 
groups including the Freedom Riders, The VSRA and the VMC over the past two years. 



But that doesn't mean we can drop our guard. 


Our policy on traffic filtering is to legitimise filtering in September 2015 with minimum restrictions 
and penalties and maximum, positive driver education on motorcycle & scooter commuting in general 
and on filtering in particular. We also want new stop lines to separate pedestrians from riders and 
riders from drivers. 


The IRG supports Steve Bardsley's framework for a joint Victorian traffic filtering proposal by 
motorcycle & scooter representative organisations. 

WE need help with our rider surveys. A team to assess last year's survey and modify it for this 
year then develop a policy document. 

Here's what we've been up to recently. Most meetings take some time to prepare for, 
then notes/minutes have to be written up and sent. 

April 16 - 10 am. Met Bernie Bickerton at Zorro's Motorcycle Apparel in Mordialloc to film IRG 
Video Newsletters. 

April 17 - 10 am. Met Jeremy Furness of Barry The Bike books fame, to discuss a plan to increase 
secure bike parking with lockers at Melbourne's 200+ park & ride facilities. 

April 18 - 10.30 am. Photograph stop lines in Melbourne's CBD. Part of the campaign to get a 
fair go when the traffic filtering law is introduced to Victoria in September 2015. 

11 am. The first TOY RUN Committee meeting at Muleta's in Melbourne. Steve Bardsley, 
Jessica Town, Jon May and Georges Gouron attended. 

April 21 - 10 am. Meet with Upper House MP Fiona Patten MLC to establish communication on 
motorcycling matters and to ask her to ask a question about traffic filtering in the Victorian Parliament. 

April 22 - 5.30 pm. City of Port Phillip seminar on managing volunteers. Jon May and Jessica Town 
attended. 

April 27 - 10.30 am. Steve Bardsley and I met with City of Port Phillip officials at the St Kilda 
Town Hall about the TOY RUN on December 6, 2015. 

April 28. - 10.30 am. Met Senator Janet Rice in Coburg about the Greens developing a positive 
motorcycle & scooter policy. Peter Patterson, Michael Czajka and I attended. 

1.30 pm. Michael Czajka and I met with Garry Brennan at Bicycle Network to establish 
communication on traffic filtering and stop lines and other issues that effect all two-wheelers. 

April 30 - 3.30 pm. Photo shoot at Spot On Motorcycles in Elizabeth Street for The Age story 
on the Melbourne Motorcycle Plan. Steve Bardsley was interviewed by The Age and ABC radio in 
Melbourne. 

May 1 - 11.30 am. I did an interview with Ch 7 on the CoM Motorcycle Plan at Mick Hone Suzuki 
in Box Hill. Steve Bardsley did an interview on the Plan with Ch 9 in Melbourne. 

May 2 - 11 am. Second TOY RUN Committee meeting at Luna Park in St Kilda to look at the venue 
and do a route survey. We want to use the Sussan Fun Run road closure after the fun run ends. VicRoads 
say no. Jon May, Steve Bardsley, Jessica Town, Georges Gouron, George Artimou and I attended. 

May 5 - 2.30 pm. I meet with VicRoads officials and the road closure company at VicRoads in Kew to 
work out how we can use the half marathon road closure for the TOY RUN. If we use it we have to pay 
for 65 marshals for 1 hour. We'll roll as soon as the road opens at 11.30 am. 

4.30 pm Meet with Cr Cathy Oke, Chair of Melbourne's Transport Committee, to talk about the vote 
on the Melbourne Motorcycle Plan. Steve Bardsley, Jessica Town, John Eacott (VMC) and I attended. 

5.30 pm. Future Melbourne Committee meeting to vote on the Melbourne Motorcycle Plan among 
other things. Steve Bardsley, Jessica Town, Georges Gouron, Jon May and I attended for the IRG. It was 
good to see young riders attending. John Eacott VMC and I spoke for the plan. 

May 22 - 4 pm. City of Melbourne, Motorcycles in Melbourne Committee meeting at the Council Offices.

June 2 - 5.30 pm. TAC Community Consultation Session at the Melbourne Town Hall. Attended by Damien Codognotto OAM for IRG and Marcus Wigan.

June 3 - 5.30 pm. TAC Community Consultation Session in Werribee. Attended by Rod Brown.

June 16 - 5.30 pm. Traffic filtering workshop in Melbourne.

June 18 - 10 am. TOY RUN photos at Luna Park for Port Phillip story. Jon May and Damien fronted.

11 am. Meet Conquer Cancer organisers. Photo. Damien attended.

This kind of work is cumulative. If you don't keep the pressure on, you go backwards. If you do keep 
the pressure on, it builds up and sometimes you get a win. 

Next we have to get a fair go on filtering and get rid of the TAC antibike tax as recommended in the report 
of the 2012 Victorian Parliamentary Inquiry into motorcycle & scooter safety.

TRAFFIC FILTERING WORKSHOP PLEASE

Most Melbourne intersections already have space for a separate stopping area to both cars and
pedestrians. This makes road safety and traffic flow sense particularly when the official attitude to
motorcycle & scooter traffic filtering changes in September 2015. The problem with efficient use
of this space at the moment is that police just do not enforce the existing stop line rules so cars
and bigger vehicles often ignore stop lines and sometimes invade pedestrian space.

         The Independent Riders Group asks that VicRoads host a full-day traffic filtering workshop with 
all stakeholders invited. We would like Minister Donnellan, and/or his representative Roger Wilesmith 
to attend.
         
At the Independent Riders Group's RIDE TO WORK BREAKFAST, Roads Minister Donnellan said 
traffic filtering for motorcycle & scooter riders would come in in September 2015.

Filtering is the safest way to ride in heavy traffic. It has benefits for all road users. It is done safely
every day and has been for as long as there has been traffic.

NSW filtering law introduced new offences with harsh penalties for riders who can least afford to be 
unfairly fined for operating a machine safely. A recent CH 7 TV News report from Sydney said the 
fine in that state was $865 and points. Many people commuting on two wheels are doing it to save 
time and money - students, job seekers, bread winners. In doing it they are saving car commuters time 
and money. By inflicting such heavy fines in Victoria, VicRoads will drive a lot of people into older cars 
that they can afford to put on the road..

VicRoads hosted a two hour workshop with some motorcycle & scooter organisations but many 
stakeholders did not attend. Police were not there.

Traffic filtering by motorcycle & scooter riders directly effects other road users.

The agenda should include Steve Bardsley's paper "Filtering Framework From The Sharing Roads &
Responsibility Report" and the IRG stop line proposal. Also, the proposed ban on filtering in 40 kph
 zones (schools excepted), overtaking large vehicles and passing between parked cars and a lane of 
slow or stopped traffic.

Given the 2014 blunder with the Graded Licence System (GLS), we must be sure that Victoria gets the 
traffic filtering rules right. Filtering directly effects other road users. 

The GLS included, among other things, a rule that riders not be allowed to switch off their headlights
in daylight. Motorcycles & scooters have not had light switches for over twenty years. Victoria passed
a law in 2014 to control the use of a device which, for all intents and purposes, has not existed for more
than two decades. Real consultation, or even a phone call to a bike shop, would have avoided that
embarrassment.

NSW made filtering laws to target with a new offences and made riding to work a financial
nightmare for people motorcyclists who are riding safely.

The NSW Police did not offer any crash statistics that could be attributed to traffic filtering.
This is not news, it's propaganda.

Spokesman for the Independent Riders Group in Melbourne said. "I'm surprised Ch 7 went
with the NSW police spin and did not try to balance the story with rider expert interviews.
The Victoria police take a much more objective view when it comes to filtering and heavy traffic.

$865 fine!!! plus points. In effect, this is targeting low income earners and forcing them back in
to older cars.

How many mobile phone offences did those police bikes pass while hunting riders for doing
nothing dangerous?

Using the emergency lane is NOT traffic filtering or lane splitting. Existing laws in Victoria
already cover emergency lanes and lane splitting.

TWO DIE ON BAD ROAD

My sincere sympathy to family and friends. If there is anything the Independent Riders Group can do, please let us know.

If VICROADS & Councils spent as much on road maintenance as they do on dangerous barriers, unsafe plantings and unnecessary road signs, there would be fewer tragedies like this one.

The IRG will again ask the Victorian Auditor General to audit spending on road furniture in Victoria.

Dear Sir,
         The Independent Riders Group has in the past asked for an audit of tax/rate payer's money that is spent on our roads. The deaths of Mark Rogers and Jodi Andrews have prompted us to ask again.

It seems that this couple were the victims of a lack of road maintenance. They were on a weekend ride with friends on one of our state's famous and well-used tourist roads. The newspaper report attached indicates they died after their motorcycle hit a temporary road repair. The hazard was well known to the road authority. 

Road authorities too often complain they would do more to keep our roads in safe condition but funds are scarce. It seems to us that massive amounts of our money are spent on unnecessary, sometimes confusing, signs and on road furniture that is not cost effective. If waste was cut in signs and barriers there should be a lot more for road maintenance and repair.

The Independent Riders Group would welcome the opportunity to make a submission when a road safety audit is done.

CoM ADOPTS MOTORCYCLE PLAN

The City Council vote was unanimous to adopt the Melbourne Motorcycle Plan.
Agenda item 6.4
Motorcycle Plan 2015-18

Resolved:

1. That the Future Melbourne Committee approves the Motorcycle Plan 2015-18 as attached to this report and requests management to:

1.1 Undertake a study of streets in the Central City which have footpaths of less than 2 metres in width where impediment or obstacles may cause difficulties for pedestrians with disabilities. 
1.2 Prepare a report to the Future Melbourne Committee in August 2015 with a recommendation for any necessary additional areas within the Central City, for the erection of parking signs prohibiting motorcycle parking on those footpaths identified in  1.1 above.
1.3 Convert 20 existing on-street car parking spots into free corrals dedicated to motorcycles, similar to what is proposed in the bike plan, by the end of 2015-16 and recommends to Council that necessary consequential amendments to the budget  be made.

Off-street motorcycle and scooter parking and promotion of such will be a continuing topic.
You never get every thing you want but this came pretty close. Where motorcycles & scooters are concerned, Melbourne is way ahead of other other Australian cities. Sydney and Brisbane really need footpath bike parking and a "Motorcycles in Melbourne" type committee.

WELL DONE

My dear Lord Mayor,

Allow me to congratulate you and your Council on the action plan released in the past few days.

As the creator of Sydney’s Motorcycle and Scooter Plan, I keep a close eye on developments along these lines all over Australia and even overseas. Much of the Sydney plan was based on Melbourne’s initiatives, and I am pleased to see that Melbourne is once again leading the nation.
