My dear Lord Mayor,

Allow me to congratulate you and your Council on the action plan released in the past few days.

As the creator of Sydney’s Motorcycle and Scooter Plan, I keep a close eye on developments along these lines all over Australia and even overseas. Much of the Sydney plan was based on Melbourne’s initiatives, and I am pleased to see that Melbourne is once again leading the nation.
