Summarising the many stories, these don't all seem to be people having a nice time on bikes, taking a few drugs and drinking. There is an element of ethnic tribalism and migrants bringing their problem solving skills from often war torn countries. Different ball game nowadays in some sectors. I think it needs serious analysis and re-branding of motorcyclists so that classifications are clearer. Outlaws and others are too general I reckon. Joe Citizen doesn't know the difference and re-education is needed.
